Former South Wales Police Officer Charged Over Alleged Attack While on Duty

A former South Wales Police officer has been charged with several serious offences following an investigation into an alleged attack on a woman while he was on duty in Swansea.

Rikki Hall, 33, has been charged with two counts of rape and one count of non-fatal strangulation. He is also accused of possessing a firearm and two counts of misconduct in public office.

The allegations relate to an incident in Swansea city centre in February 2024. Hall was serving as a police constable at the time.

The Independent Office for Police Conduct (IOPC), which investigated the matter, said the case began after South Wales Police made a mandatory referral in February 2024.

Hall resigned from the force while the investigation was under way.

Following the investigation, a substantial file of evidence was passed to the Crown Prosecution Service in February 2025. Further enquiries were subsequently carried out before prosecutors authorised the charges.

Hall is due to appear before Bristol Magistrates' Court on Thursday.

The case highlights the serious scrutiny faced by police forces when allegations are made against serving officers, particularly where the alleged conduct is said to have taken place while an officer was carrying out their duties.

The charges remain allegations at this stage and will be tested through the court process.
