A California couple has been arrested on multiple child abuse charges following an investigation involving at least 21 children who authorities say were connected to a surrogacy arrangement.

Guojun Xuan, 66, and his wife, Silvia Zhang, 39, were arrested in connection with allegations including child abuse, conspiracy to commit child abuse, being an accessory after the fact and dissuading a witness.

Los Angeles County District Attorney Nathan Hochman announced the arrests and said prosecutors are seeking $100 million bail, citing the seriousness of the allegations and what he described as a potential flight risk.

The couple appeared for arraignment at a courthouse in Pasadena.

The allegations have not been proved in court, and both defendants are presumed innocent unless and until convicted.

Investigation involves 21 children

The investigation centres on at least 21 children aged from a few months old to 13 years.

Authorities removed 15 children from the couple's home in Arcadia, California, last year after an allegation of abuse. Six other children connected to the investigation were located elsewhere.

Most of the children are believed to have been between one and three years old.

Investigators believe Zhang gave birth to one or possibly two of the children, while the others were carried and delivered by surrogate mothers.

Police and prosecutors are continuing to investigate the parentage and circumstances surrounding each child.

Investigation began after infant suffered serious injury

The case first came to wider attention in May 2025, when police became involved after a hospital reported that a two-month-old baby had suffered a serious head injury.

Authorities allege the injury was caused when a nanny violently shook the infant.

The Arcadia Police Department arrested people in connection with the investigation at the time but did not immediately bring charges while detectives continued gathering evidence.

A warrant was later issued for Chunmei Li, a nanny whom investigators say was seen in footage handling the infant.

Police have been unable to locate her.

The investigation subsequently expanded as detectives examined the wider circumstances surrounding the children living at or connected to the couple's home.

Surveillance footage forms part of the case

Prosecutors say surveillance cameras installed throughout the property became an important part of the investigation.

The cameras were reportedly motion-activated, allowing investigators to examine activity involving the children and their carers.

According to prosecutors, footage allegedly showed nannies physically abusing children on multiple occasions.

In one piece of footage described by the prosecution, Xuan allegedly instructed a nanny to hit a child harder.

In another, prosecutors allege that Xuan himself joined a nanny in striking a child.

These are allegations contained within the prosecution case and will have to be tested through the court process.

Investigators also allege that nannies were instructed to avoid leaving visible marks on children.

Prosecutors further claim that when police attended the home in May 2025, the couple encouraged children to deny that they had been physically harmed.

Children reportedly spent hours in 'learning centres'

Prosecutors have also described the organisation of the Arcadia property.

Hochman said the home contained three rooms referred to as “learning centres”, where children were reportedly expected to sit at desks for extended periods while being supervised by nannies.

The district attorney described the circumstances uncovered by investigators in extremely serious terms.

The investigation is continuing to establish exactly how the children were cared for, who had responsibility for them and what role individual adults played.

Surrogacy agency operated from the home

Investigators say the couple had established a surrogacy agency from their home and recruited women across the United States to carry pregnancies.

Surrogacy itself is a lawful arrangement in which a woman carries and gives birth to a child for intended parents.

California is regarded as one of the more established jurisdictions for surrogacy in the United States, with legal agreements and professional involvement forming part of the process.

However, authorities are investigating whether the couple misled some women involved in the arrangements.

At least eight women have reportedly come forward, with several saying they were first-time surrogates who believe they were given incomplete or misleading information about the couple's family circumstances and intentions.

The allegations form a separate part of the wider investigation.

Surrogate seeks custody of baby

One woman, Kayla Elliott, is reportedly seeking custody of a baby she gave birth to for the couple.

Her case highlights the wider legal and personal questions now facing authorities as investigators attempt to establish the circumstances surrounding each child.

The investigation is examining not only allegations concerning the children's treatment but also the arrangements through which they came into the couple's care.

Authorities have not yet publicly established the complete parentage of all 21 children.

Couple's intentions questioned

The investigation is also examining why the couple had so many young children living under their care and what their long-term intentions were.

The motive remains under investigation.

An attorney who previously represented Xuan, Mitchell Krems, said his client's stated goal had been to raise children who would become productive members of society.

Krems had previously described education and helping children contribute to society as important to Xuan.

The lawyer did not respond to questions from the Associated Press following the latest arrests.

The couple's defence will now have the opportunity to challenge the prosecution case through the court process.

Prosecutors warn of serious consequences

Hochman has warned that the case will be pursued vigorously.

One of the defendants could face more than 17 years in prison if convicted, according to prosecutors.

The district attorney said authorities intended to pursue accountability for anyone found to have abused or otherwise harmed the children.

However, the investigation remains ongoing, and the charges against Xuan and Zhang are allegations at this stage.

A conviction would require the prosecution to prove the charges beyond the applicable criminal standard in court.

A complex investigation

The case raises questions that go beyond the individual allegations of abuse.

Investigators are examining the welfare of more than 20 children, the role of nannies and other adults, the couple's use of a surrogacy agency and the information allegedly provided to women who became surrogates.

Authorities must also establish the circumstances in which each child came into the couple's care and determine whether any further offences occurred.

For the children involved, the investigation is likely to have consequences long after the criminal proceedings are concluded.

The authorities have not yet provided a complete account of what will happen to all of the children while the legal process continues.

The case remains under investigation.

Xuan and Zhang have been arrested and charged, but the allegations against them have not been proven in court.

The next stage will be for prosecutors to present their evidence and for the defendants to respond through the legal process.
